The Foster Hearts Store is open year-round to support youth in foster care. In a welcoming, boutique-style setting, children and young adults ages infant to 21 can shop free of charge for new, in-style clothing, shoes, and accessories—promoting confidence and dignity with every visit.
About the Store & Direct Shopping
We encourage youth to come to the store to shop in person so you can choose the exact styles and brands you like.
We also offer a direct shopping option for youth who live outside of Whatcom County. We do not have an online store, but you can complete a form that includes sizing and style preferences.
Eligibility
Open to any child or youth in a state or tribal dependency, from newborn through extended foster care.
Caregivers must provide one of the following:
The current monthly invoice shows placement.
Placement letter from a caseworker.
Verification directly from a caseworker.
For placements under 30 days, a placement confirmation is accepted.
Services are available to licensed foster families, relative/kinship caregivers, and youth on trial return home.

Foster Shop Direct
Foster Shop Direct is our personalized shopping and delivery program, available twice yearly for any foster child living in Skagit, Snohomish, Island, or San Juan counties. We know caregivers often juggle busy schedules and may not always be able to travel to our store — and that’s okay. Through Foster Shop Direct, we bring the shopping experience to you by delivering a thoughtfully curated box of clothing and essentials to your doorstep. This program is our way of saying thank you. We see the incredible work you do and are here to support you and the children in your care, however we can.

Foster children can shop and receive free clothing and supplies once a month.

Each child is eligible to receive a Foster Shop Direct box twice per year. This helps ensure we can reach as many children as possible across our service area while still providing high-quality, thoughtfully packed boxes. We understand how quickly kids grow and how needs can change, and we're here to support them with dignity and care at key times throughout the year.

Check-In: Upon arrival, you'll check in with a volunteer or staff member and confirm your appointment.
Shopping List: You'll receive a personalized checklist of items you can shop for, such as clothing, shoes, outerwear, backpacks, socks, underwear, and accessories.
Personalized Support: Volunteers are available to help if you need assistance finding sizes or styles.
Private Changing Rooms: Feel free to try on items in our private changing rooms to ensure a good fit.
Positive Experience: Our goal is to make every child feel valued, supported, and excited to leave with new items they love!

Shoppers under the age of 15 must be accompanied by an adult.

If you are unable to make your scheduled shopping appointment, you must notify us by email or text before your appointment time. If we do not receive notice, your shopping opportunity for that month will be forfeited.
